Introduction

This study marks the formal expansion of the Lilborn Framework into full galactic cosmology. Where previous studies established the solar, planetary and anthropological structures of memory and coherence, this study now applies the same laws to the Milky Way itself.

This document demonstrates that galactic structure, rotation, brightness and form do not emerge from mass or motion, but from the held geometry of electromagnetic memory. The Milky Way is not a gravitational machine. It is a Memory Machine.

Galactic Rotation Without Mass

The central paradox of galactic rotation has been the observed flatness of velocity curves across the disk, something classical mechanics cannot explain without invoking “dark matter”.

This document resolves the paradox through structural inversion:
The outer regions of the galaxy are not rotating due to gravitational mass.
They are holding position due to tension across a memory-saturated EMF.
